Carney's Comprehensive Crime Strategy: Addressing Gun Violence, Bail Reform, Child Safety, and Enhancing Police Authority

Liberal Leader Mark Carney has introduced a stringent crime prevention initiative aimed at tackling gun violence, safeguarding children, addressing intimate partner violence, combating hate crimes, and intensifying efforts against border smuggling.

"You cannot genuinely commit to a tough stance on crime without addressing gun issues," Carney stated. "It is impossible to effectively combat intimate partner violence without implementing strict gun control measures."

He asserts that this strategy will ensure the safety of Canadians while honoring the rights of Indigenous peoples and hunters.

Key Components of the Strategy:

Gun Control and Smuggling
   •   Resume the buyback program for assault-style firearms, which has been on hold since 2020
   •   Revoke firearm licenses from individuals with violent criminal records
   •   The RCMP, rather than the gun industry, will determine the classification of new firearms
   •   Intensify efforts against smuggling by adding 1,000 new officers to the CBSA

Strengthening Law Enforcement
   •   Recruit an additional 1,000 RCMP officers
   •   Increase funding for RCMP forensic laboratories to enhance the tracing of illegal firearms
   •   Implement significant bail reforms:
Individuals, particularly repeat offenders, charged with home invasions, violent vehicle thefts, or human trafficking will be required to demonstrate their eligibility for bail.
(Currently, the responsibility lies with the Crown to justify denying bail.)

Child Safety Initiatives
   •   Intensify efforts against sextortion, child luring, and exploitation
   •   Provide funding to the Canadian Centre for Child Protection
   •   Increase penalties for the distribution of intimate images or deepfakes
   •   Allow law enforcement additional time to prosecute child sexual offenses

Hate Crimes and Community Safety
   •   Classify hate-motivated murders and femicide as first-degree murder
   •   Boost funding for the Canada Community Security Program
   •   Criminalize the obstruction of access to places of worship, educational institutions, and community centers
   •   Prohibit threats or intimidation directed at individuals in these locations

"While protecting children is primarily a parent's duty, it is also a shared societal obligation," Carney remarked.
