Durham Police are urging residents of Oshawa to remain alert due to the presence of a high-risk sex offender who has recently been released after completing his sentence for violating probation.

On Saturday, authorities issued a community safety alert regarding Keith Theodore Constantin, 45, whom they describe as posing a significant threat to the community, particularly to children.

Police reports indicate that Constantin has a criminal history that includes convictions for sexual assault with a weapon, assault, robbery, possession of explosives, and numerous breaches of probation.

Law enforcement has assured the public that they will actively monitor his location and activities, as he is under electronic surveillance.

Constantin is prohibited from being alone with any individual under the age of 16 unless accompanied by a responsible adult aged 21 or older. He is also barred from entering any daycare facilities, swimming areas, school grounds, or playgrounds where children may be present.

Additionally, the court has mandated that he refrain from possessing, purchasing, or consuming alcohol, drugs, narcotics, or controlled substances, unless prescribed by a medical professional.

He is required to adhere to a curfew from 11 p.m. to 6 a.m., is forbidden from using the internet or digital networks, and is not allowed to own or possess any weapons.
