Los Angeles declares a state of emergency  after the fire grew from 20 acres to more than 1,200 acres in  an hour.
Fire Chief Kristin Crowley says  more than 30,000 people are under evacuation  orders and 13,000 buildings  are at risk.
Images show thick smoke rising  from homes in the Pacific Palisades area and residents abandoning their cars to  escape the flames
Los Angeles County Fire Chief Anthony Marrone says Pacific Palisades is "not out of danger"
The situation  was caused by wind gusts of  80 to 100 mph (126 to 160 km/h) combined with  extremely dry conditions and low  humidity.
