Given that Biden offered Russia permission to use long-range missiles, Putin has given Russia permission to use nuclear weapons against any nation that uses ballistic missiles inside Russia. This makes sense as a threat against Zelensky and Ukraine.

Here's the twist, though: Putin went on to say that he could destroy both the nation that fired the missiles and the nation that provided them.

Therefore, if Ukraine does something that Putin deems significant enough to justify a nuclear reaction, the United States and other NATO nations could be viable targets of Russian nuclear strikes.
