Prime Minister Mark Carney participated in a virtual meeting of the Coalition of the Willing alongside Ukrainian President Volodymyr Zelenskyy on August 17, 2025, in Ottawa, Ontario.

During the meeting, the Prime Minister and other Coalition members acknowledged President Trump's role in creating opportunities to end Russia's illegal war in Ukraine, as well as the United States' willingness to offer security guarantees to support the Coalition's efforts for lasting peace and security in Ukraine and Europe. 

Carney expressed support for Trump's upcoming discussions with Zelenskyy, European leaders, and the NATO Secretary General, aligning with the principle that decisions affecting Ukraine should involve Ukraine and those affecting Europe should involve Europe, ensuring the promotion of long-term security for Ukraine, Europe, and the Euro-Atlantic community. 

He noted the importance of recognizing that Russian President Putin cannot be trusted. Thus, ongoing diplomatic efforts should be backed by continuous military and economic pressure on Russia to end its aggression. The future peace and security of Ukraine depend on a strong Ukrainian Armed Forces, enhanced by credible security assurances from the Coalition and the United States. 

Canada is working closely with President Zelenskyy and partners to increase support for Ukraine and uphold mutual commitments to its peace and security. In this context, Prime Minister Carney confirmed Canada's latest assistance to Ukraine, which includes $2 billion in new military support, a $2.3 billion loan through the G7 Extraordinary Revenue Acceleration Loans mechanism, and a new sanctions package against Russia and its affiliates. 

As Co-Chairs of the International Coalition for the Return of Ukrainian Children, Canada and Ukraine have reiterated their demand for Russia to return Ukrainian children who have been unlawfully deported or forcibly transferred from Ukraine.
