The Ministry of Foreign Affairs of Ukraine is deeply concerned by the recent massive terrorist attacks on Ukrainian cities perpetrated by the Russian Federation on 24 and 25 May 2025.

These heinous acts are a blatant disregard for international humanitarian law and the Geneva Conventions, and they constitute war crimes and crimes against humanity. The timing of the attacks, during active peace negotiations and calls for a ceasefire, underscores Russia's lack of genuine commitment to ending its aggression against Ukraine.

The persistent use of force by the Russian Federation is a clear message that it will not cease its hostilities unless compelled to do so by strong international pressure. Therefore, we urge the global community to take decisive actions to deter the aggressor. This includes increasing sanctions on Russian military-industrial complexes, the energy sector, and all Russian banks, including the Central Bank of the Russian Federation. Moreover, the provision of advanced air defense systems such as the Patriot, IRIS-T, and NASAMS, along with necessary ammunition, is critical to bolster Ukraine's defensive capabilities.

We demand that the international community hold the Russian military and political leaders accountable for orchestrating these atrocities. Their crimes of aggression, war crimes, and crimes against humanity cannot go unpunished. It is imperative that they face justice for the sake of global security and stability.

Ukraine remains steadfast in its resolve to protect its territorial integrity, sovereignty, and the right to exist. We rely on the support of our partners in this fight, and together, we can ensure that peace is restored and that justice is served.
