The measure  imposes financial and visa restrictions on individuals and their families who  help ICC  probes of American citizens or  allies.
Trump signed the measure  after Israeli Prime Minister Benjamin Netanyahu  visited Washington. Last November, the ICC issued an arrest warrant for Netanyahu  for alleged war crimes in Gaza, which Israel denies. The ICC  has also issued  an arrest warrant for a Hamas  commander.
A White House fact sheet  released earlier Thursday accused the Hague-based ICC of creating  an "embarrassing moral  equivalence" between Hamas and Israel by issuing  arrest warrants at the same  time.
Trump's executive order  says the  ICC's recent actions  "set a dangerous  precedent" that  puts Americans  at risk by exposing them to  "harassment, abuse, and possible  arrest."
"This malign  behavior, in  turn, threatens to  undermine the sovereignty of the United States and  threatens the national security and  essential foreign policy work of the United States government and our allies, including  Israel," the order  said. They saw you "both nations [the  United States and Israel] are  the flour of a thugs with  armies that  respect the laws of  it."

The ICC was  established in 2002  — following the  breakup of Yugoslavia and the Rwandan genocide  — to investigate alleged  atrocities.
More than 120 countries have ratified the Rome Statute  — which  established the ICC  — while 34  others have signed and may ratify  it in the  future. Neither the  United States or Israel  are partitioned to  Rome.
The icc is a court of last  resource and  must intervene only when  the national  authority cannot or  they want to pursue.
