Germany is taking measures that may lead to the reintroduction of military conscription, motivated by national security concerns, especially following Russia's invasion of Ukraine.

A draft law is scheduled for cabinet approval on August 27, 2025, which proposes an initial voluntary enlistment program, along with a provision for mandatory conscription if recruitment targets are not achieved.

This initiative aims to strengthen the Bundeswehr, which currently has approximately 181,500 soldiers, but is experiencing ongoing personnel shortages, with the target of reaching 203,000 active troops and a reserve of 200,000.

There are indications that Germany is preparing for potential military conflict with Russia.
