Historic Sexual Assault Cases: Edmonton Police Service Lays Charges and Seeks Additional Complainants

The Edmonton Police Service (EPS) has taken a significant step towards justice by laying charges against the Chief of Tsuut'ina Nation, Roy Albert Whitney, 71, in connection with two separate sexual assaults involving adult males that date back to 1994 and 2005. This development marks a crucial milestone in the ongoing investigation, which was initiated in November 2024 and May 2025, respectively.

The first reported incident occurred in the early months of 1994, when a 33-year-old male was sexually assaulted in the area of 178 Street and 87 Avenue in Edmonton. The second offence took place in the summer of 2005, when a 38-year-old male was sexually assaulted in the area of Stony Plain Road and 178 Street in Edmonton. Both victims, who are from Tsuut'ina Nation, are known to the suspect but were unaware of each other's experiences.

Following a thorough investigation, Whitney was arrested by EPS officers in Calgary on Wednesday, August 6, 2025, and is currently facing two counts of sexual assault. The EPS' Sexual Assault Section led the investigation, which was assisted by the Calgary Police Service.

Detective Brian McGuigan, with the EPS' Sexual Assault Section, emphasized the importance of this development, stating, "These types of offences can be particularly distressing for community members, especially when they involve individuals who held positions of authority and trust.
