The Fijian government's Universal Service Scheme (USS) is entering its first phase, aiming to provide internet and reliable voice services to approximately 11,300 citizens who have had limited or no access to such communication services.

The initiative, led by Deputy Prime Minister and Minister for Trade, Co-Operatives, Micro, Small and Medium Enterprises, and Communications Manoa Kamikamica, will focus on deploying infrastructure across several regions in Fiji.

The first phase will cover 126 out of the total 240 identified sites, with a specific focus on:

- 36 sites in Kadavu
- 36 sites in Lau
- 15 sites in Lomaiviti
- 13 sites in Namosi
- 2 sites in Navosa
- 24 sites in Tailevu

At each of these locations, the government plans to install:

- A minimum of two Wi-Fi access points
- Solar-powered systems to serve off-grid communities
- Emergency Satellite phones for disaster response
- A voucher-based access model to manage usage and encourage responsible digital behavior

The purpose of this phase is to target areas with the most significant connectivity challenges, aiming to have a substantial positive impact on the local population. The improved connectivity is expected to facilitate various activities such as children attending virtual classes, grandparents video calling their overseas family members, healthcare professionals accessing remote expertise, fishermen receiving real-time weather updates, and small businesses expanding their customer base online.

The total cost of this phase is approximately $3 million, which includes the maintenance of these systems for a year. This investment is part of a broader strategy to bridge the digital divide in Fiji and enhance the quality of life for residents in these underserved regions. Phase two, which will connect the remaining 114 communities, is already in the planning stages with site validation in collaboration with local provincial offices. This comprehensive approach demonstrates the government's commitment to improving communication services and access to technology throughout the country.
