Prime Minister Mark Carney is anticipated to unveil his new cabinet on Tuesday, which may include a tiered structure comprising a core group of key ministers and a supplementary tier of ministers of state. According to sources, Carney's cabinet is expected to be larger than its predecessor. Rideau Hall has confirmed that Carney and his new team will be sworn in at 10:30 a.m. in Ottawa by Gov. Gen. Mary Simon following the Liberal party's electoral victory last month.

Three Liberal insiders have indicated to CBC News that one of Carney's considerations is to form a central group of senior ministers who would convene more regularly to address significant government matters. In contrast, the ministers of state might not oversee full government departments and would meet less frequently. This strategy could help Carney maintain a more streamlined core cabinet compared to his predecessor, Justin Trudeau, who had 40 members in his cabinet last year. In his first cabinet, Carney reduced the number of ministers to 24. Additionally, it has been suggested that Cyrus Reporter and Marc-André Blanchard are being considered for the role of chief of staff. However, Blanchard stated to CBC News that he is not currently being pursued for the position and has not had any discussions about it. Blanchard previously served as Canada's ambassador to the United Nations from 2016 to 2020, while Reporter was Trudeau's chief of staff when he led the Liberal Party and has acted as a senior adviser in his office. The appointment of former public safety minister Marco Mendicino to a role that has faced criticism from both Conservative and NDP leaders has also drawn attention. In his efforts to achieve gender parity in his cabinet, Carney has noted that his first cabinet comprised 13 men and 11 women. Previous criticisms arose regarding the absence of ministers focused on issues like gender equality, youth affairs, and diversity—positions that were included in Trudeau's cabinet. Members of Parliament receive an annual salary of $209,800, with the prime minister earning double that amount. Carney's cabinet ministers and ministers of state will have their base salaries supplemented by an additional $99,900, while secretaries of state in the cabinet will receive an added $74,700. As MPs are set to return to the House of Commons on May 26—28 days post-election, the second-shortest interval on record—Carney, who became prime minister on March 14 and was elected to the House of Commons on April 28, has pledged swift action on various initiatives.

These include eliminating federal barriers to interprovincial trade by Canada Day and introducing a "Canada Strong Pass" that grants free access to national galleries and museums for youth aged 17 and under, as well as free Via Rail seats when accompanied by parents. He has also committed to making national parks and historic sites free to access this summer, alongside reduced camping fees.
