 A council will be established by Deputy Prime Minister Angela Rayner to define "Islamophobia" in an official manner. However, those lining up to participate support limiting criticism of Islam. The council's suggested leader, Dominic Grieve, praised the APPG's definition of Islamophobia. It asserts that Islamophobia is "rooted in racism and a type of racism which targets Muslimness or perceived Muslimness," even if Islam is a religion. It supports ambiguously phrased tests that would make it possible to label any criticism of Islam as Islamophobic. Leeds Mosque imam Qari Asim is also on the council's shortlist. He was fired from his position as a government consultant on "Islamophobia" in 2022 for advocating against the screening of the movie The Lady of Heaven, which is about Muhammad's daughter, in UK theatres. "Muslims cherish free speech," Asim once stated, but he wants to introduce exceptions to the ban on statements that Muslims deem "distasteful" or "offensive." Additionally, he has stated that Muhammad should not be portrayed in any way.
