  On its website, the group  states  that  it  "issues  a grid alert when the  electrical  system is under stress and  we  are  preparing to use emergency reserves to meet demand and maintain system  reliability." 
 
  It  states:  "Consumers  are asked to reduce their electricity use during grid alerts to  reduce  the possibility of  more  severe  emergency measures to balance the system, including rotating  blackouts."
