The RCMP acknowledges that more than 4,000 distinct organized crime organizations in Canada engage in narcotics trafficking and sales. There are probably over 100,000 persons "working" in the industry if you take into account that each gang has ten members in addition to downstream traders. Then, around 5% of our workforce and more than 2% of Canada's population are involved in the illegal drug trade, and there are likely the same proportion of people within arm's reach of these individuals who are aware of what they do.
