Two major incidents have been reported and more than 100 people have been rescued as flooding hit Lincolnshire and Leicestershire.
Yellow warnings for snow and ice are in place across much of the UK as flooding and snow cause road and rail delays and force hundreds of schools to close.
Manchester Airport has reopened its runways after being closed on Monday morning due to "heavy snowfall", but delays continue.
The Environment Agency has issued more than 190 flood warnings across England after the coldest temperature of the British winter so far, -13.3C (8F), was recorded overnight at Loch Glascarnoch.
