A statement by the governor's spokesman, Olawale Rasheed, said the governor acted on the recommendations of the State Advisory Council on the Prerogative of Mercy.
Four persons on death row, including Sunday Olowookere and Sunday Morakinyo, who were charged with capital crimes of armed robbery in 2014, were granted full pardon.
It would be recalled that there was a public outcry a few weeks ago over the case of Sunday Olowookere whose parents were allegedly convicted of poultry theft and the governor promised to look into the matter.
Others who received pardons included 30 people convicted of minor crimes whose remaining sentences were fully pardoned.
While six other people sentenced to death were released immediately due to their health conditions, one prisoner's death sentence was commuted to 15 years in prison.
