Mayor Jyoti Gondek and councilors Evan Spencer, Kourtney Penner, Courtney Walcott, Gian-Carlo Carra and Jasmine Mian were all in favor of the rezoning.
The plan was proposed by RioCan Management, the company that owns the land surrounding the Glenmore Landing shopping center.
It would be zoned to allow for six mixed-use towers to be built in phases over the next 15 years. Over the next decade, RioCan plans to build nine more.
Several dozen members of the public spoke in council chambers Wednesday against the idea, saying they are fighting for their green spaces and oppose the development that would bring 1,165 housing units to the community. (Provided by the City of Calgary)
Before the vote, Ward 11 Councilwoman Penner made an impassioned plea to her colleagues to support the idea.

"What I would have hoped my colleagues would feel is that this request would allow our city to achieve its goals. What I would have hoped they would have listened to is that I listened to the residents," she said.
"I may not agree with all of their statements and interpretations that were wrong with all of their expositions of ancient shadow studies. I may not agree with him, but I have responded every time he provides information, facts, the process and how to get involved."
Penner said she remains "committed to building the city" and "lighting the way forward."
"Calgarians told us where they wanted development and this is what they wanted."
