The Toronto Police Association (TPA) is happy that the Parole Board of Canada (PBC) denied parole to Clinton Gayle, the man who killed Constable Todd Baylis in the manner of an execution and attempted to kill then-Constable Mike Leone.
"We are happy with the ruling and find some solace in the fact that the Parole Board of Canada has recognized our long-standing claim that Clinton Gayle continues to pose a risk to public safety," stated TPA President @TPACampbell. "The TPA will keep fighting to keep Gayle in prison for as long as he lives on behalf of the Baylis and Leone families."
Constable Baylis and his companion, then-Constable Leone, were arrested on June 17, 1994, thirty years ago.
They tried to apprehend Gayle, who was sought for drug trafficking, when they were walking through a complex of buildings close to 12 Division. Gayle shot Leone in the back and shoulder and hit Baylis. Gayle shot Todd in the head at close range as he lay on the ground with a fractured ankle. Then his gun jammed as he tried to shoot Leone once more.
Gayle was found guilty of First Degree Murder and Attempt Murder two years later, in 1996, and given two life terms.
"The families, friends, and coworkers of Todd Baylis and Mike Leone can feel somewhat reassured by this decision," Campbell added. "Todd gave up everything to keep our city safe. We owe it to him and all of the responding police officers.
