Canada Reaffirms Commitment to a Two-State Solution, Recognizes Palestinian State
Ottawa, Ontario - July 30, 2025
Today, I am honored to stand before you to reaffirm Canada's unwavering commitment to a two-state solution, wherein an independent, sovereign, and viable Palestinian state coexists with the State of Israel in peace and security.
For decades, the international community has strived to achieve this outcome through a negotiated settlement between the Israeli government and the Palestinian Authority. However, the prospect of a two-state solution has been steadily eroded by various obstacles, including the threat of Hamas terrorism, accelerated settlement building, and the humanitarian crisis in Gaza.
In light of these challenges, Canada recognizes the need for collective international action to support peace, security, and human dignity. Recognizing the State of Palestine is a crucial step towards preserving a two-state solution, which is the only viable roadmap for a secure and prosperous future for both Israelis and Palestinians.
To this end, Canada intends to recognize the State of Palestine at the 80th Session of the United Nations General Assembly in September 2025, contingent upon the Palestinian Authority's commitment to necessary reforms, including governance reforms, general elections in 2026, and demilitarization. Canada will continue to support democratic governance in Palestine and contribute to a more peaceful and hopeful future for its people.
We emphasize that Hamas must release all hostages, disarm, and play no role in the future governance of Palestine. Canada will always support Israel's existence as an independent state in the Middle East, and any path to lasting peace for Israel requires a viable and stable Palestinian state that recognizes Israel's right to security and peace.
To address the dire humanitarian situation in Gaza, Canada has committed over $340 million in aid, including $30 million in new funding to support Palestinian civilians and $10 million to stabilize the West Bank. We will intensify our efforts with our international partners to develop a credible peace plan that ensures governance, security, and humanitarian aid delivery at the necessary scale.
Canada remains committed to building a just, meaningful, and lasting peace in the region, respecting the dignity, security, and aspirations of all Palestinians and Israelis.
