During his tenure as head of the Crown Prosecution Service, the decision was  made not to prosecute  two men in  2009 who were later convicted of being part of a  gang of Pakistani  rapists who groomed and abused vulnerable  girls.
The decision was overturned in 2011 when the new  Crown Prosecutor for the North West, Nazir Afzal, took  office and the men were  convicted.
One of the victims had sex with 20 men in one night  while she was drunk,  police say.
The girl was 15 and can barely  recall the events, but her friend  remembers the men  standing outside a  room.
Another drank so much alcohol  that she was raped by  two men while vomiting  on the  edge of a bed.  Then he lay down to  sleep.
