A  major emergency response is underway on Bourbon Street in New Orleans, Louisiana, where a mass casualty event has been declared.  Initial reports indicate that a vehicle deliberately  drove into a group of people. The driver then exited the vehicle and opened fire, leading to a police  intervention where officers shot the suspect.
